Elections: Dilema- Whom to vote? & What once get elected

Elections in Maharashtra are over. When it was an election time, I guess most of the voters were confused about whom to vote. If one looks at profiles of candidates from important political parties, majority of them were with some or other legal charges. Most of them were not clean. There were few with (maybe) clean record, but they were unknown. Not known to voters in general. Only, candidates who could reach the voters are the candidates with money. They could reach the voters (through public meetings, radio advertisements, posters...) and some maybe by money. There were news about candidates distributing money, things among voters.
One thing is better. Control by Election commission. Better because earlier it was BAD. Because of electorial guidelines (restrictions to spend money) atleast on surface it looks like there was less money spent on public displays. I think day by day it is going to be tougher for the candidates to win the elections just on the basis of which party they represent or how much money he can spent. Now, if one has to get elected then he will have to actually do something for the constituency he is going to contest the elections. Voters should know him because of work done by him (or by the publicity he/she is doing for birthdays....? or wishing birthdays to others ....). Again, advantage is to a person who is in power, he can get the work done through public money, put his label and create his brand.

Now, elections are over. Some peoples were friends (atleaast it was projected as they are friends) during the elections. Now, I guess most of them have forgot about what they have portrayed and till no govt. is formed in Maharashtra. Why......??? Reasons are known to all of us.
Is it right? Let it be which ever party/person. Is it correct that people who are going to rule the state for next 5 years should give such an image to the voters??? We need to think?
Only one way I could guess is if most of us vote. Vote to a right candidate (better candidates)
